INCIDENT RECORDED ON BODY CAMERA: YES; BC # 26 BC # 49 (Officer LaDow) DETAILS: On 7-2-2025 around 2248 hours, I was working patrol in San Luis Obispo wearing a police uniform and driving a marked police vehicle. I was driving west on Higuera and pulled up behind a red, 2008 Toyota Prius 4-door (CA: 8LHG625) stopped at the red light at Broad. I noted the registration tab was orange in color and was from the year 2023 . A record check of the Prius showed its registration had expired 12-16-2023 with no pending master file, registration in progress, or release of liability. The light turned green, and I activated my blue/red overhead lights initiating a traffic enforcement stop for a violation of California Vehicle Code (CVC) 4000 (a) (1) , which states the following: "A person shall not drive, move, or leave standing upon a highway, or in an offstreet public parking facility, any motor vehicle, trailer, semitrailer, pole or pipe dolly, or logging dolly, unless it is registered and the appropriate fees have been paid under this code or registered under the permanent trailer identification program, except that an off-highway motor vehicle which displays an identification plate or device issued by the department pursuant to Section 38010 may be driven, moved, or left standing in an offstreet public parking facility without being registered or paying registration fees. " In addition, the orange registration tab from 2023 was a violation of CVC 5204 (a) (1) . The Prius yielded to me just prior to the intersection of Higuera and Nipomo (right in front of Old SLO BBQ, 670 Higuera) . I contacted the driver, who stated he only spoke Spanish and identified himself to me as AP/Edward NAVARROROA by his Colombia identification card. It should be known, I am certified with the City of SLO as bilingual-Spanish and utilized these skills throughout this contact/arrest . For purposes of this report, all statements have been translated into English. AP/NAVARROROA told me the following, in summary: San Luis Obispo Police Department Police Report Page: 3 Case Number: 250702081 STATEMENT OF AP/NAVARROROA: AP/NAVARROROA stated he believed he was allowed to drive the vehicle legally due to having a Columbian driver license and having a moving permit taped to the rear of his vehicle. I noted the moving permit appeared to be extremely old, as it was sun-faded and unreadable (I was not able to make out a date the permit had been issued) . The driver did not have proof of insurance, or any of the expired registration paperwork for the Prius . AP/NAVARROROA stated he had been previously cited for driving without a valid license. He currently resided in Santa Clara and was planning on returning to Columbia within the next few months. He had nothing further to add. END OF STATEMENT Officer LaDow was in the area and arrived as backup. while Officer LaDow stayed with AP/NAVARROROA, I requested SLOPD Communications check Spillman (our local records management system) to see if AP/NAVARROROA had any prior citations for being an unlicensed driver and/or expired registration. The dispatcher advised me AP/NAVARROROA had been cited three prior times for unlicensed driver and once for expired registration. Based on the totality of the above, I formed the opinion AP/NAVARROROA was knowingly driving without a valid license and had at least three prior traffic citations for this violation. Therefore, I cited, AP/NAVARROROA for a misdemeanor violation of CVC 12500 (a) . AP/NAVARROROA signed the citation and was released at the scene. It should be known; Due to it appearing AP/NAVARROROA lived out his vehicle, I did not impound it but verbally warned him to get it registered.
